Development of Dangerous Goods Reports, SEPP 33 screening, Preliminary Hazard Analysis, and Fire Safety Study for a new Lithium-Ion Battery Recycling Facility.

A new lithium-ion battery recycling facility in metro Sydney approached Risk and Safety Solutions Melbourne (RSSM) for expert guidance on safety and compliance. The recycling of lithium-ion batteries involves handling Li-ion Battery thermal runaway risk, making regulatory compliance and safety critical aspects of the facility’s operations. 

RSSM was engaged to provide a range of services, including the development of Dangerous Goods (DG) design Reports, SEPP 33 Assessments, Preliminary Hazard Analysis (PHA), and Fire Safety Study (FSS). Our role was to ensure the facility’s design, processes, and emergency response systems align with both state regulations and industry best practices.

Our Approach and Services

Dangerous Goods (DG) Reports

– We developed Dangerous Goods Design Reports to categorize and quantify the hazardous substances involved in the recycling process. 
– The reports provided guidance on storage, handling, and segregation requirements to ensure safe operations. 

SEPP 33 Assessment

– Our SEPP 33 Assessment evaluated the Dangerous Goods and Hazardous activities threshold and potential risks to human health and the environment arising from the facility’s activities, in compliance with NSW‘s department of planning requirements.
– We identified mitigation measures to minimize risks and ensure compliance with the State Environmental Protection Policy (SEPP).

Preliminary Hazard Analysis (PHA)

– We conducted a Preliminary Hazard Analysis to identify potential hazards, including fire, chemical exposure, and equipment failures. 
– The PHA provided recommendations for control measures to reduce risks and ensure the safety of the facility and its workers. 

Fire Safety Study (FSS)

– Our Fire Safety Study assessed the fire prevention, detection, and protection systems required to manage fire risks effectively. 
– We ensured the FSS met the necessary regulatory requirements and was tailored to the specific hazards of lithium-ion battery recycling.
