Fire Safety Study (FSS)
The study regulators, fire authorities and insurers rely on to decide whether your site is safe to build, occupy and operate. We write it to be approved.

Introduction
A Fire Safety Study shows regulators, fire authorities and insurers that the fire risks on your site are understood and under control. For Major Hazard Facilities, dangerous goods stores, battery energy storage systems and data centres, it is often the document that decides whether a project is approved, or whether a site can keep operating.
RSSM has delivered more than 1,000 Fire Safety Studies. Our registered fire safety engineers assess fire prevention, detection, protection and emergency response in line with NSW DPE HIPAP 2 and what WorkSafe, Fire Rescue Victoria and Fire and Rescue NSW expect to see.
Fire scenario analysis
Credible fire and explosion scenarios identified and assessed for the hazards on your site.
Prevention & detection
Ignition controls, detection and alarm systems reviewed against the real risks you carry.
Protection systems
Fire water supply, hydrants, sprinklers and suppression checked for adequacy.
Emergency response
Responder access and site information aligned so fire authorities can act fast.
A study built to pass regulator review, first time
We start with your site, not a template. Every study is built from a risk-based review of your actual hazards, then tested against the questions regulators and fire authorities will ask.
Site walkthrough
We inspect your facility, storage areas and fire systems in person, so the study reflects the site as it really operates.
Worker consultation
We talk to the people who run the site every day and review your incident history and records.
Consequence modelling
Fire, explosion and toxic scenarios modelled with industry-standard tools including EFFECTS, Phast and Safeti.
Regulator coordination
We engage WorkSafe and fire authorities throughout, so there are no surprises at submission.
Approved, compliant and ready to operate
Clients come to us when approvals are on the line. These are recent Fire Safety Studies where RSSM turned a stalled or complex submission into an approval.
Major Hazard Facility
Two previous studies were rejected and 12 improvement notices issued. RSSM’s new FSS was approved first time and a shutdown was avoided.
DuluxGroup
After four rounds of drafts by another consultant, RSSM rebuilt the FSS to NSW DPE HIPAP 2 and closed out 100+ outstanding comments.
AirTrunk data centre
A large-scale data centre with Li-ion battery and diesel storage, including fire, explosion and toxicity consequence analysis.
